The Sustainable Development Commission (SDC) has called for energy customers to receive better information about their utility usage.
In a new report, Lost in Transmission, the independent advisory body says consumers need to be able to make more informed decisions about their energy consumption.
Smart metering and billing technology is suggested as a way forward in the challenge to make the public more energy efficient and lower their gas and electricity costs.
Discussing the report, which outlines ways that regulatory body Ofgem could change its approach to energy issues, the SDC's commissioner of energy Bernie Bulkin said: "The next decade will be a crucial time for making the changes needed to eliminate carbon from the system by 2050."
The release of the SDC's suggestions has come days after the Liberal Democrats highlighted proposals on how to make the UK carbon neutral by 2050 at their party conference in Brighton.
Amongst the party's plans was the introduction of 'green mortgages', which will allow home owners to pay property fees with money saved from energy bills.
