Energy efficiency is key to reducing long-term electricity and gas price increases, it has been claimed.

According to industry watchdog Consumer Focus, the government needs to put energy efficiency at the heart of its policies if it is to reach its carbon emissions targets.

Jonathon Stearn, a campaigner with Consumer Focus, said: "We think that one of the main reasons they haven't been able to achieve their thresholds is because they haven't put energy efficiency as the central element of any target."

Meanwhile, the government, which introduced a green-makeover scheme for residential properties earlier this year, has come under pressure from campaigners to extend the scheme to include commercial properties, schools and hospitals.

"There are parts of the energy saving consultation that cover non-domestic buildings, but they are not very substantial," said John Alker of the UK Green Building Council.

He added that in terms of new policies there was not much on offer.
