The Environmental Audit Committee has welcomed the UK government's £535 million green stimulus plan, but claimed it is not enough to transform the UK's economy into a low-carbon one.
According to the committee, ensuring existing building stock is made as energy efficient as possible should be Whitehall's top priority.
It added that the £100 million set aside for the Warm Front programme is not nearly enough to create change at the speed or on the scale that the government hopes for.
Tim Yeo, chairman of the Environmental Audit Committee, said: "The upcoming budget is a real test of the government's commitment to its own climate change policies."
"[But] the Treasury has announced very little new money for green investments," he added.
According to Mr Yeo, the government's plans are often contradictory with investment in rail transport undermined by road widening.
Government will release the details of this year's budget on April 22nd.
