Many people may choose to use online comparison sites to change their electricity and gas tariffs following the failure of the fuel poverty bill to pass through parliament.
The bill, which was proposed by Liberal Democrat MP David Heath, would have helped customers to spread the use of energy-efficient measures more quickly, which would have particularly benefited low-income families, reports the Times.
Just 91 MPs voted on the bill, and a minimum of 100 were required to pass it.
Jonathan Stearn, energy expert for Consumer Focus, told the news provider: "The failure of this bill is a devastating blow for millions of the most vulnerable pensioners, families and disabled people who will be left struggling in fuel poverty."
He claimed that the government had failed the more than five million people living in fuel poverty in the UK.
According to the Wiltshire and Gloucestershire Standard, more than a third of households in the Cotswolds are living in fuel poverty.
