One environmental expert has called for tougher action on homeowners who fail to make their properties more energy efficient.

WWF Scotland director Dr Richard Dixon wrote in the Scotsman that while governments are often reluctant to implement anything which goes against people's choice it may be simpler to force energy-saving measures on people through actions such as banning inefficient bulbs.

"There must come a point when we realise that an energy wasting home is no longer just some-one’s private choice, it is a problem for all of us. Running an energy wasteful home should be as socially unacceptable as drink driving," he added.

Dr Dixon concluded that at a time when people are concerned about gas and electricity bills and thousands of builders are out of work a programme of energy efficient retrofitting of people's homes is a "clear winner".

Ofgem's recent Consumer First Panel found that people think energy-saving measures will be key to the future but feel they need more help to implement them.
