Reports on Saudi Arabian television claimed that a number of suspects were allegedly being trained as pilots for attacks on state oil sites and military bases.
Police also seized large amounts of weapons and £2.7 million in cash.
"Some have begun training on the use of weapons, and some were sent to other countries to study aviation in preparation to use them to carry out terrorist operations inside the kingdom," a statement from the interior ministry said.
Saudi Arabia has been battling against the threat of terrorism for a number of years; in February this year four French nationals were shot dead in an incident and the UK's Foreign and Commonwealth Office (FCO) believes that "terrorists are planning further attacks".
