Sir John Harman, the former chairman of the Environment Agency, claims the era of cheap energy is over.

He has told the Independent that those days will never return, due to Britain developing itself into a low-carbon economy.

Sir John claims it is "extremely unlikely" that Britain will ever go back to the "retail energy prices of the past 15 years or so", adding that Gordon Brown could learn lesson from Barack Obama, who he adds was victorious in a "gas-riddled United States" and will rise to meet the environmental challenge.

"We need to acknowledge that there is, in a civilised society, a right to expect affordable access to warmth, light, and the other benefits which energy delivers and that this can only be protected as prices rise by intervention, either in the energy markets or through the welfare system," said Sir John.

A number of Labour MPs recently called for a windfall tax on energy providers after what they claimed had been a period of "energy profiteering" by the firms over the winter months, the Daily Express reported.
