The panels were fitted in January alongside an energy efficient heating system.
Mrs Mackison, district councillor for Wychavon, told the Tewkesbury Admag: "We are very pleased with it.
It is benefiting us by reducing our carbon footprint and generating green electricity for other people to use as well. We are getting more for our buck."
According to Mrs Mackison, the photovoltaic panels have created 800 kilowatt hours of electricity since they were installed in January.
She added that the improvements have increased the speed with which the building can be heated and electricity bills have been cut dramatically.
Irish firm Surface Power says its solar water heating panel could cut companies' heating bills by 70 per cent.
