"I think more needs to be done to push people past the inertia and the concerns which they have. [They] worry that they won't get the returns that more efficiency will give them," he suggests.
One idea put forward by the industry chief is for the government to help homeowners with the initial outlay attached to going green, which he says many are concerned about.
Progress may come sooner than Mr Green expects, if a recent statement by the Department of Energy and Climate Change is to be believed, as it said thousands of insulation experts are set to visit UK homes to make them cheaper to run.
