Energy and climate change secretary Chris Huhne will outline the plans to parliament later today (December 16th).
He says an average £500 annual fuel bill is set to increase by £160 over the next 20 years, but this would be £190 without the measures he is putting in place.
The minister promises his proposal will "remove the risks of being buffeted by oil and gas [price] shocks" for business energy users, explains the news source.
