The Energy Bill, which was supported unanimously to win a second reading in parliament, will seek to provide households with a "stable and predictable market".
Lord Marland stated: "The Green Deal will help reduce energy bills for the long term and make our houses more energy efficient."
It could work particularly well in conjunction with a switch of energy supplier, as both factors offer homeowners – including pensioners – a way of reducing their monthly outgoings.
Mike O'Connor CBE, chief executive of Consumer Focus, recently expressed doubts about the Green Deal, noting it has yet to address the fears and problems experiences by British customers.
