Chris Huhne, the UK's energy and climate change secretary, noted that there must be an agreement between countries to invest in low-carbon projects and referenced the December 2010 summit in Cancun as a starting block for moving forward.
At that event, a deal was made to secure $100 billion (£60 billion) each year for the next decade, to help developing nations defend themselves from the effects of climate change.
"The race is on and the pioneers are the most likely winners," he added.
