Calls to Pump up Subsidies for Heating Solutions

The UK's journey towards a sustainable, net-zero carbon future has encountered a disappointing roadblock with the heat pumps being adopted much slower than was previously hoped. As the National Infrastructure Commission (NIC) has warned, the Government must expand subsidies to meet its ambitious net-zero goals.

The Problem and Proposed Solution

‘Net zero’ refers to the crucial goal of no longer contributing to the total amount of greenhouse gases in the atmosphere. Achieving this is vital to limit global temperature increases and climate change, as agreed in the 2015 Paris climate agreement.

While heat pumps have proven successful in other countries, the rate of their installation in the UK isn’t sufficient to meet the net zero targets. The Government’s recent decision to relax its plan to phase out gas boilers by 2035 doesn't help the situation, with an 80% phase-out now being the target.

To address these challenges, the NIC has urged the Government to consider a substantial funding boost for heat pump subsidies. The current Boiler Upgrade Scheme offers homeowners a £7,500 grant for heat pump installation, but the annual funding of £150 million has been labelled insufficient.

The NIC has called for this figure to be expanded significantly to around £6 billion, enabling the poorest households to have full installation cost covered. The recommendation is that other homeowners should be eligible for a £7,000 subsidy to encourage heat pump installations.

While the Government has taken some steps to incentivise investment in heat pumps, the NIC's concerns are valid, highlighting the clear gap between targets and the current rate of installations.
