A freeze on applications for the new Warm Front project being run by the government in addition to funding cuts means many people could miss out on the opportunity to reduce the bills they receive from dual fuel providers.
Consumer Focus believes thousands will be left stranded when it comes to taking advantage of the scheme.
With 50,000 of the UK's poorest households already on its shortlist, cutbacks could prove to be disastrous for those who are banking on it to warm up their properties.
"Funding has been cut by two-thirds so when the scheme starts again in April it will be on a drastically reduced scale and the waiting list of thousands will get even longer," explains the organisation's head of energy Audrey Gallacher.
One way around this may be to make a switch of energy supplier, should a different company be offering a cheaper tariff.
Consumer Focus recently urged people planning to change to a new provider to consult its improved Confidence Code before committing to anything.
