He points out the concerns of British homeowners must be addressed before the Green Deal is integrated and can be a success.
"Strong protections and clear incentives are needed to give consumers' confidence that the savings under the Green Deal will justify the long-term financial commitment," he states.
Mr O'Connor adds he "shares concerns" about the Warm Front project too, as cuts to this may also hit consumers financially.
