The energy regulator must make reducing bills for consumers its priority, according to the chief executive of Consumer Focus.
He added however that the proposals did not the anything to help "mainstream consumers" across the UK.
Mr Mayo stated: "British consumers have been overcharged by millions of pounds over recent years.
"And this action does nothing to advance price cuts for mainstream consumers, which must now be the priority for Ofgem."
Consumer Focus recently outlined key areas in the Ofgem energy probe which it found problems with.
The organisation had concerns with "weak competition" and the belief that firms are "treating consumers unfairly".
It added that initial report findings needed to be followed up with a clear programme of work and set agreed timelines for outcomes to be achieved.
